When developing EV charging policy and regulations it is important to clearly define the meaning of EV charging. For example – ask the question: What are we trying to make policies for? What are the other sectors that the EV industry is linked to and also affect? And so, regulators must consider the electric vehicle ecosystem and all several parts and aligning areas. Regulators and policy makers must then make decisions about these various elements. The Electric Vehicle Charging Ecosystem has been defined in detail as follows.
Electric Vehicle Charging Ecosystem
1) Charging Infrastructure
The charging infrastructure element of the EV ecosystem consist of five elements;
– Speed of charging: This relates to how quickly the charger charges depends on the kW capacity of charger.
– The standardization of the charger: How is the standardization of the charger decided? Is it decided nationally as a national standard or will the country use an international standard for charging.
– Use: What will the charging infrastructure be used? I.e. how will it be used? Privately or residential? Or publicly i.e. available to anybody?
– The process: That is, is is it plug-in charging or battery swap system or wireless charging.
– Innovation: How innovative is the chargining infrastructure for example the power flows – will the charging infrastructure which will be installed only charge your EV or will it additionally give bi-directional flows of electricity (that is electricity which charges the vehicle and discharges to the grid or send back electricity to the grid or to home, community or building) through which we can unlock the Vehicle to Everything services.
2. Consumer type
Consumer type is the second ecosystem that regulators must consider. It included three aspects:
– Social geography: which asks the question; where will the consumer use the EV? – in a city, urban, rural areas between urban or rural areas or a combination?
– Affordability: which asks the question; what is the income level of consumers? High, medium and low income.
– Final use of the EV – which asks the question; for what purposes will the customer use the EV? Going to work, school, run an errand or is it for commercial purposes such as bus to ferry people or trucks the ferry goods.
3. EV CHARACTERISTICS:
– Chassis: That is, what kind of vehicle is it? 2 wheelers, 3 wheelers, 4wheelers, truck, buses or mobile machinery.
– Engine: What sor of engine powers the vehicle example: is it a hybrid vehicle i.e. an internal combustion engine or a battery based EV powered by the battery or fuel cell powered vehicle.
4. Key Stakeholders:
Finally, regulators must identify and carry along the several keystakholders rrelevant to the establishment of the electric vehicle sector. The electric vehicle industry brings together different sectors that must work hand in hand. The stakeholders from different sectors are listed below:
1. Power / Electricity Sector
2. Automotive / Transport sector: so stakeholders in the sectors will be affected by what happens in the sector.3.
Public Authorities and Agencies eg Ministry of power, energy, Ministry of transport, Ministry of trade
4. Policy makers in the ministries who will make the policy.
5. Regulators of the power sector, transport sectors.
6. Business / Private sectors such as ICT which will provide the back end software and apps that are necessary for electric vehicles, e-mobility and vehicle to everything services.
MINNING SECTOR – which will provide Lithium and minning for battery creation for the manufacturing of EV batteries
MANUFACTURING SECTOR: Who will create these batteries, or the manufacturing of EV cars.

In summary, to create effective EV policy we must understand the different element of the EV Ecosystem.
